From Veto to Victory: RENEW Act Becomes Law in Maryland

Climate|December 19, 2025

On December 16, the Maryland legislature voted to override the veto of the Responding to Emergency Needs from Extreme Weather (RENEW) Act, making it law. Just days earlier, Governor Moore signaled a shift from veto to full-fledged support when he announced that he would advance $270,000 to jump-start the study. The law authorizes state agencies to assess the costs that climate change has imposed on the state, including damages attributable to greenhouse gas emissions in Maryland. This will lay the groundwork for a Maryland climate superfund bill, which would require fossil fuel companies to pay for a portion of the state’s climate adaptation costs identified through the study. The RENEW Act campaign was led to this interim finish line by RFF grantee Chesapeake Climate Action Network Action Fund, which will continue working to advance a Maryland Climate Superfund bill.
